The World Congress of Natural Democracy (WCND) 2026 marks a founding and redefining milestone in human civilization. For the first time, humanity will gather in a global congress devoted entirely to the principles of Natural Democracy—a democracy rooted not only in human governance, but also in our living relationship with Earth, nature, and the one future generations.

With participation from across the world and dialogue in the great 18-language congress in history, WCND 2026 aspires to open a new chapter for humanity and inscribe an unmatched scripture for civilization.

Held in the sacred land of Buddha and Gandhi—Bihar, India, WCND 2026 will bring together leaders, academics, writers, thinkers, philosophers, activists, scientist, researchers, stakeholders, students, and youth with ignited minds. It will serve as a living platform for dialogue, collaboration, and transformative action to reimagine democracy at the planetary scale.

21ST CENTURY : THE ALARMING

1. Should rights be confined solely to human beings, or ought they to extend to nature, ecosystems, and all forms of life that constitute the foundation of existence?
2. Is democracy merely a framework of human political representation, or should nature itself possess recognition, voice, and legal-moral standing within democratic governance?
3. Do present generations possess the moral authority to exploit resources and enact laws that will irrevocably shape the survival and well-being of future generations?
4. Can the Earth and its resources legitimately be owned by individuals or nations, or do they belong collectively to humanity and future life?
5. Is humanity the master and mere consumer of nature, or a trustee entrusted with the sacred responsibility of care, balance, and preservation?
6. Can science and technology claim moral neutrality, or must their pursuit be guided by ethical principles and the imperative to safeguard life?
7. Can war and violence ever be construed as hallmarks of civilisation, or is true civilisation defined through justice, compassion, and enduring peace?
8. Does contemporary education deepen humanity’s attunement to nature, or does it alienate humans from collective life and universal responsibility?
9. Is global justice conceivable without a constitutional framework that protects the rights of Earth, its ecosystems, and all forms of life?
10. Should constitutions serve only present societies, or ought they to be conceived with foresight for the preservation of civilisations across millennia?
11. As humanity ventures into space, should planets and celestial resources be freely exploited, or governed by principles of justice and shared responsibility?
12. If the universe constitutes the foundation of life, should law and ethics extend beyond Earth to encompass cosmic responsibility?
13. Are truth, freedom, justice, compassion, and love merely cultural values confined to the domains of country, nation, and society, bounded by national borders? As citizens, do these values lose their meaning and validity beyond national boundaries, or do they retain moral and constitutional legitimacy that transcends borders?
14. Is it a legitimate human prerogative to exploit natural resources, or a fundamental duty to preserve and sustain the continuity of life?
15. Do metaphysical or religious rights allow interference by other individuals, organisations, or states? How should inherent spiritual rights and freedoms, which transcend material and legal limits, be safeguarded within a life-centric framework?
16. Do all adults on Earth possess the inalienable right to participate in governance and elections anywhere, and how should this be protected in a life-centric and just democracy?
17. How can societies address inequalities of citizenship, where some individuals or groups are legally, socially, or economically disadvantaged while others enjoy full civic privileges, including disparities arising from geography or distance?
18. Should individuals and communities be recognised as environmental citizens, bearing ethical and legal responsibilities to protect ecosystems and planetary health?
19. How can global justice frameworks ensure equitable, universal distribution of wealth, resources, and educational opportunities to eradicate extreme poverty and systemic inequality?
20. How can humanity guarantee universal access to sufficient, safe, and nutritious food, ensuring that no individual or community suffers from hunger or malnutrition?
21. Is it morally and legally imperative to prohibit all forms of missile-based and nuclear warfare, thereby safeguarding life, future generations, and planetary integrity?

Declaration Call

WCND 2026 is not merely a congress—it is a call to redefine the future of civilization. It is the moment to affirm that:

• Democracy will no longer remain confined to nation-states; it must become the shared constitution of Earth and life itself.
• Universal citizenship is the birthright of every human being, and the inequalities born of national borders must be overcome.
• Knowledge, nature, and future generations must stand at the center of democratic imagination and planetary governance.
• Humanity must now together shape a global political order that is planetary, justice-oriented, and universally legitimate.

The First World Congress of Natural Democracy (WCND) 2026 is the beginning of this historic journey—where democracy, nature, and humanity converge at a new constitutional horizon.

Natural Democracy
Natural democracy is not just a theoretical construct; it represents a necessary evolution for humanity to secure peace, prosperity, and security for future generations. Within the framework of World Natural Democracy (WND), natural democracy is envisioned as the ideal system through which humanity can align itself with the eternal laws of nature that govern our planet. This vision seeks to unify all nations, cultures, and peoples within a democratic order that upholds equality, freedom, justice, and sustainability in harmony with the natural world.

Rationale
In our interconnected world, the challenges before humanity extend far beyond national borders. Issues such as climate change, healthcare, food security, income inequality, unequal citizenship, starvation, war, dictatorship, gender justice, eradication of extreme poverty and hunger, ethical concerns around AI and dehumanization, lack of access to resources, unemployment and livelihood crises among youth, loss of childhood, pandemics, nuclear proliferation, and catastrophic ecological degradation are global in nature.
Current political systems—fragmented by narrow national interests—struggle to respond effectively to these urgent problems. Natural democracy provides a coherent alternative, offering a platform where nations and peoples collaborate under the guidance of natural law to address common challenges. This system would prioritize the well-being of the Earth and future generations over short-term national or corporate gains.

Foundational Principle
The bedrock of natural democracy is the ‘acceptance of truth’, as emphasized for the first time by the Dr. Jawaid Abdullah who founded WND – World Natural Democracy (Organization). (Wrote a book by this name; 2018, first in 2014- ‘Natural Democracy’)

“Acceptance of Truth is the end of all insecurities — the cosmic reality of becoming and the principle of beingness.”
This truth requires recognizing our shared humanity, our interdependence on the Earth, and the reality that our survival is bound with the survival of nature. In natural democracy, every individual—regardless of nationality, race, gender, or creed—is granted equal rights and responsibilities.

Universal Rights
Rights extend beyond traditional political participation and include:

• The right to ecological integrity — a clean, safe, and balanced Earth.
• The right to essential resources for life, dignity, property and justice
• The right to peace and human security free from violence and fear.
• The right to universal civic and political participation beyond national borders.
• The right to collective protection of human rights as a universal responsibility.

Universal Responsibilities
Responsibilities of individuals, societies, and institutions include:

• Respecting human dignity, rights, and freedoms.
• Opposing injustice, oppression, and exploitation everywhere.
• Protecting Earth’s ecosystems and life-support systems.
• Preventing environmental degradation and planetary imbalance.
• Safeguarding Earth and the cosmos for present and future life.

Democracy with Nature
Natural democracy is fundamentally linked to the reality of the state of affairs and the laws of nature. Just as the cosmos and ecosystems operate on balance, interdependence, and regeneration, human societies must embody these same principles. A framework of natural democracy ensures that human activity aligns with ecological, cosmological, physical, and metaphysical realities—promoting ethics, morality, sustainability, equitable resource distribution, and the protection of biodiversity for future generations.
By harmonizing civilization with natural law, natural democracy aspires to a world where human progress coexists with the flourishing of all forms of life.

Natural Citizenship
In natural democracy, the idea of citizenship transcends political borders and expands to embrace the entire Earth. Every person is recognized as a natural citizen, bearing rights and responsibilities that reflect their intrinsic connection to humanity and nature.

Natural citizenship nurtures:

• A sense of unity and a shared destiny
• Empathy and cooperation beyond divisions
• A commitment to the collective survival and dignity of all beings on Earth
• A global identity as a member of the global community

This shift—from limited national citizenship to universal natural citizenship—is central to the success of natural democracy in the journey of the 21st century.

Pathway to 2050 and Beyond
To realize natural democracy by 2050, as envisioned by WND, collective effort from all sectors of society is essential. This involves:

• Spreading awareness and global education on natural democracy
• Reforming political systems for inclusivity, transparency, and accountability
• Restructuring international institutions to represent all peoples equitably
• Building a global movement that unites youth, civil society, academia, and policymakers around ecological justice and democratic renewal
• Establishing Institutions and Universities on the Philosophy of Natural Democracy.

Though challenging, this journey is indispensable for humanity’s survival and flourishing.

Promise of Natural Democracy
Natural democracy envisions a world where:

• Peace, justice, and sustainability are lived realities
• Every individual’s voice is valued, and every community’s dignity is respected
• Human activity is in harmony with Earth’s ecosystems
• Future generations inherit a healthy and thriving planet

It is not simply a political program, but an emergency civilizational transformation—an evolution of democracy that embeds humanity within the natural order of life.

The World Congress of Natural Democracy (WCND) 2026 is envisioned as a global gathering of thinkers, academics, stakeholders, policymakers, activists, citizens, students, youth, and communities from every corner of the world. THEMATIC SECTION FOR PAPERS
The central & general theme of WCND 2026 is Democracy on Earth, Democracy with Earth. The Congress does not limit democracy to the politics of nations or national–international debates. Rather, it seeks to open a profound discussion on the creation of a Natural Democracy—a democracy that embraces humanity as a whole, exists in harmony with the planet, and transcends narrow boundaries through the principle of Universal Nationality: Beyond Boundaries.
From this perspective, Natural Democracy remains a vision in formation. For some, it is still an idea waiting to be born; for others, it has already taken its first breath. Yet, it is undeniable that a long path lies ahead before this vision finds its full shape in practice.
This is why WCND 2026 provides a dedicated thematic section/titles for contributed papers. It is essential to link the idea of Natural Democracy with all 24 branches of knowledge and wisdom created by human civilization. Only through such interdisciplinary engagement can we lay the foundation of a living tradition and address the challenges that confront humanity today.
Though not yet established as a global reality, Natural Democracy is emerging indirectly—through ecological movements, social struggles, intellectual debates, and spiritual traditions. Meanwhile, the crises of our age—climate change, conflict, inequality, displacement, and technological disruptions—are both urging us forward and holding us back. This tension is the civilizational struggle of our times. From this struggle, the sun of the future will rise, and WCND 2026 invites us all to believe in and contribute to this journey.

The Organizing Committee (WCND 2026) reserves the full right to accept or reject abstracts/papers based on the scholarly quality and discipline of the topic. Please do not make any attempt to interfere or influence the selection process.

India uses only one time zone across the whole nation and all its territories, called Indian Standard Time (IST), which equates to UTC+05:30, i.e. five and a half hours ahead of Coordinated Universal Time (UTC).

LANGUAGE AND INTERPRETATION FOR ORAL SUPPORT
WCND 2026 is committed to inclusive global dialogue and will provide AI-supported live interpretation and/or professional interpreters in selected international and Indian languages, subject to demand and technical feasibility. The Congress primarily supports UN official languages—
Arabic, Chinese, English, French, Russian, Spanish—along with German, Japanese, Portuguese, Korean, Hebrew, Persian, and major Indian languages including Bengali, Gujarati, Hindi, Kannada, Malayalam, Marathi, Punjabi, Tamil, Telugu, and Urdu. Participants may present in their preferred language, while all abstracts, papers, and proposals must be in English; domestic Indian participants may submit abstracts in Hindi. Upon prior request, professional interpreters may also be arranged for classical and heritage languages such as Sanskrit, Pāli, Prakrit, and Latin, particularly for sessions on ancient civilizations, religious traditions, and cultural studies.

COMMUNICATION LANGUAGE

• Official language: English; domestic Indian participants may also use Hindi.
• All communication must be via email only (phone calls only for urgent matters).
• No indirect or third-party correspondence will be accepted.

JUNIOR ACADEMIA: SCHOOL DIVISION
This division engages school students in age-appropriate reflection on Natural Democracy, fostering ethical awareness, ecological responsibility, and democratic values. It provides structured formats for young learners to express ideas and develop early civic and planetary consciousness.

WCND NOBLE QUESTION AWARD – Advancing Democratic Inquiry through Thoughtful Questioning
The vitality of democracy rests upon the capacity for critical, reflective, and insightful questioning. Such inquiry not only sustains democratic engagement but also opens new avenues of knowledge, fostering intellectual advancement and cross-disciplinary insight.
In recognition of this principle, WCND 2026 will confer the Noble Question Award upon participants who exemplify exceptional acumen in formulating probing, constructive, and thought-provoking questions. This accolade honours those whose thoughtful engagement and analytical curiosity significantly enhance the intellectual depth and quality of discourse within the Congress.

INTERNATIONAL AWARD & HONOUR – Celebrating Excellence on a Global Stage
WCND 2026 honours outstanding contributions to research, scholarship, and global discourse through its International Awards. These accolades recognise innovation, leadership, and impact, offering recipients a distinguished platform to inspire the worldwide community and advance the vision of Natural Democracy.

HERITAGE AND ENLIGHTENMENT SITES – RAJGIR, (NALANDA) & BODH GAYA
Delegates at WCND 2026 will have the opportunity to explore the historic and spiritual heart of Bihar, including Nalanda, Rajgir, and Bodh Gaya. REGISTRATION FRAMEWORK
In view of the historic significance of the World Congress and the dignity of its distinguished hosting, the registration fees have been determined in accordance with international best practices. The fee structure is informed by country-level economic indicators and global benchmarks, ensuring that it remains measured, equitable, and globally accessible, while being commensurate with the academic standing and institutional character of the Congress. Fees for students follow the same equitable framework, facilitating meaningful participation across all nations.
